Minutes for June 15th approved.  Shanda motioned and Katie seconded.

Guest presentation: Evaluating Projects
Jenna introduced Daphne Collins, Coordinator, Gallatin Valley Communities that Care.  She invited her to the meeting to help the Task Force begin a dialogue about how to evaluate the effectiveness of projects they are being asked to fund, and to assess their own goals.

Daphne said that the state is going to get where they want accountability, for projects that are funded to fit within the paradigm of best practices.  They need to be measured with a valid, reliable instrument, and to work on a logic model which basically uses If/then statements like, If I. . . then we’ll see. . .

The question for grant applicants is: Are you going to be able to show an outcome that reflects what you did?  

She suggested a link on our website asking folks who visit how they found us – it’s a potential measure of effectiveness.  

There are six basic prevention strategies.  It’s important to use muliple strategies in one setting.  Daphne handed out a flyer listing those strategies.  

Evaluation offers an opportunity to ask what can we do to make a better program/project?  

Other business:
The mini-grant form process was discussed and members felt that it was important to hold the line with agencies applying.  The group discussed how to get people to fufill all their commitments when we’ve already reimbursed them for project cost – Daphne suggested a Memorandum of Agreement and the group agreed that sounded like a good idea.  She will give Jenna an example of one.  

The group discussed the Detention Center issue and whether the Task Force could take a public position on the vote.   As a county entity, they cannot.  Jenna said she planned to write a personal letter to the editor.
